Our Business Advantage Consulting team provided management and analysis services for the integrated database solution for the Wildlife Restoration Grant Management System (WRGMS). Our team facilitated JAD sessions with the CDFW information technology and water restoration teams to gather, document and validate requirements compliant to IEEE Standard 830; collaborated with CDFW subject matter experts to ensure requirements for the organization’s business processes aligned with the capabilities of the proposed solution; analyzed vendor products and provided a recommendation to the Department; extracted requirements from four existing legacy applications; developed and published the Request for Information (RFI) to solicit information from the vendor community to support the WRGMS application; developed the Statement of Work that CDFW used for the RFP package; and developed the S1BA according to the PAL requirements.

Business Advantage provided Business Process Reengineering (BPR) services for the improvement of CalPERS accounts receivable processes. Team members documented As-Is business processes, collected process data, analyzed processes, developed To-Be business process models, defined the high-level technical solution, defined high-level functional requirements, and developed the business case. The team developed the approach and strategy for reengineering the A/R processes, including new business models and system interaction models in order to meet the vision and goals of the organization. Team members wrote the design for reengineering of all A/R processes, including detailed business process maps, technical requirements, and staffing levels. We were responsible for gathering requirements and development of a non-member record ECMS solution. Services included, process modifications, system modification, testing, training support, implementation and post-implementation support. In addition, planned, managed, conducted quality assurance and conversion vendor oversight services to convert more than 10,000,000 paper, film and fiche records to digital content.
nd managed Hewlett Packard’s CalWIN Project Management Office (PMO). Our services included managing multiple project teams (up to 36 concurrent and separate small, medium and large projects), managing complex system releases, conducting team building activities, reporting and managing risk for the entire portfolio of projects, and interacting with senior executives at State, federal and county levels.
Developed and managed a cross-organizational project management office for a $6M technology upgrade. Interfaced with the program leadership team to ensure close collaboration between project teams and to capture project risks and issues. Designed and developed executive program reports and dashboard to track the MS Project schedule, 220 deliverables, SDLC, schedule trend analysis and forecasting, and risks and issues. Facilitated leadership team meetings and developed and performed weekly presentations.
Business Advantage Consulting assisted in obtaining approval of the California Department of Technology (CDT) per CDT’s Project Approval Lifecycle (PAL) process, Stage 2 (Alternatives Analysis). Provided significant external interaction with the marketplace of 40+ potential vendors of software products and/or services in connection with a possible future procurement of a software solution for managing 100,000+ licenses of Professional Engineers, Land Surveyors, Geologists, and Geophysicists throughout the State of California. Our consultant developed and completed a System Requirements Specification (SyRS) document; recommended and developed additional use cases; and assisted in the development of CDT’s Stage 2 PAL.

Our project management consultant facilitated the development of project management documents, technical analysis and approach document, a business and technical requirements report, and an Implementation Advanced Planning Document. Business Advantage Consulting also led the development of a system development Request for Proposal (pre-solicitation document).
Business Advantage Consulting assisted the California Department of Motor Vehicles (DMV) to draft a Request for Offer to select a vendor to provide Enterprise-Wide Oversight Consultant (EWOC) portfolio oversight services while working closely with the Departments’ project management, project oversight and IT Governance programs. At that time, the DMV planned to replace or upgrade key technologies for a portfolio of eight significant information technology projects that have been approved or are under development and scheduled to occur concurrently.

Our OCM consultant’s successfully created a foundation for IT strategy for the next decade.
